Research & Policy Planning

ISEP is a third party organization independent from government and industry, aiming at realization of sustainable energy policy. ISEP was founded by environmentalists and professionals who are the experts in the area of global warming and energy issues. Our activities include advocacy and advice to government and municipalities on how to develop renewable energy and energy saving policies, and organization of symposiums and international conferences with regard to renewable energy. Our activities mainly cover the following five projects.

Green Energy “law” Network (“GEN”)
GEN is a bipartisan network to mobilize legislation of a green energy law at the instance of House members. Our Executive Director, Tetsunari Iida, and Director, Mika Ohabayashi are representative members of GEN.

Tetsunari Iida, ISEP's Executive Director gave a presentation at the 6th Inter-Parliamentary Meeting on Renewable Energy and Energy Efficiency hosted by EUFORES.

Tetsunari Iida, ISEP's Executive Director presented the joint study with Prof. Tomas Kaberger, “One year after RPS introduction- Renewable Energy Policy in Japan and Sweden” at Reform Research Group Workshop in the Salzburg Seminar.


International Action for Renewable Energies
As an official non-governmental delegation at the World Summit on Sustainable Development, the International Conference on Renewable Energies (Bonn 2004) and the Beijing International Renewable Energy Conference (BIREC 2005), ISEP has been actively involved in international conferences to develop international scheme for the promotion of renewable energy. ISEP is also currently the Japanese representative on the Citizens United for Renewable Energy and Sustainability (CURES) network.

At BIREC 2005, ISEP successfully organized the International NGO Workshop on Renewable Energy for BIREC 2005- Renewable Energies and Sustainable Future Development in Beijing on November 6, 2005. .

Green Power Conference
All the presentations of "The 1st Asia-Pacific Green Power Conference in Tokyo" have been uploaded and can be browsed at the Program of 20th and 21st .

SPENA ( Sustainable and Peaceful Energy Network )
SPENA is an international network, joined by experts and campaigners in Asia, Europe, and the United States. SPENA is working on market restructuring in the Third World Countries and development of energy-related finance in Japan.

Energy Saving Policy
There are various means to improve energy efficiency just as types of energy sources. Each type of energy use has its own way for improving energy efficiency. In order to improve energy efficiency, we need to recognize consumers' actions to save energy, and at the same time, put high emphasis on alteration of the social structure towards highly energy-efficient one and development of the energy-efficient environment at the policy level. ISEP is committed to research work on policies for energy efficiency in accordance with the practical structure of energy supply and demand.

International Critical Review Committee on the Long Term Nuclear Program (ICRC)
In March 2005, “International Critical Review Committee on Long-Term Nuclear Policy: ICRC” was established in order to evaluate the New Nuclear Policy-Planning Interim Report, which was disseminated in November 2004 by the New Nuclear Policy-Planning Council under the auspices of Japan Atomic Energy Commission. The ICRC is chaired by Professor Hitoshi Yoshioka of Kyushu University and consisted of Japanese and foreign experts including who are international leading authorities in the field of nuclear fuel cycle policy. The Committee has released its report to evaluate Japan’s policy on nuclear fuel cycle in accordance with international standard of evaluation.   Alternative Energy Scenarios
Citizens’ Open Model Project for Alternative and Sustainable Scenarios (COMPASS) is an “open source” project with the participation of environmental NGOs and experts who have long engaged in advocacy work on energy or climate change issues.

Possibility of achieving “10 % for Renewable Energy by 2010” in Japan (contract research with WWF)

ISEP released the scenario which examined the possibility that share of renewable energy in the primary energy in Japan will be technologically and economically able to reach 10 % by 2010, based on the existing information and resources mainly from the Japanese government. (This report is available only in Japanese.)

Japan Green Fund [Link]

ISEP supports the Japan Green Fund to expand a community wind across Japan by providing advice on creating a scheme and research.

The First Community Wind

In September 2001, one wind turbine was installed in Tomamae, Hokkaido Prefecture by Hokkaido Green Fund. This wind turbine was named “Hamakaze-chan” by local elementary school children. About 80% of the total construction cost, 2,000 million yen (2 million USD), was financed by local people's direct investment, and therefore, it is the first ever Community Wind in Japan. Since then, four turbines have been installed in Hokkaido and Tohoku region as community wind. Approximately 2,000 people have invested in community wind projects for the purpose of expanding renewable energy. In 2006, five of distributed community winds in Aomori, Akita, Ibaraki, and Chiba Prefecture will newly start their operation.

  Sustainable Energy Finance
ISEP supports the UNEP’s Sustainable Energy Finance Initiative (SEFI) which aims to pave the way for a global scale-up of investment in energy efficiency and renewable energy. For further information about SEFI, see UNEP/SEFI (http://www.sefi.unep.org/).

Research on Green Energy
ISEP has initiated multiple green power projects and presented the most cutting-edge ideas and proposals to the Japanese green power policy.

  About Green Power
Green Power adds environmental attributes to an energy product. Green Power Certificates represent a mechanism to sell the environmental attributes of green electricity to consumer, separated from the electrons themselves. For example, if a solar power facility generates power, it can sell the power to utilities and its environmental attributes to people who need such as consumers and businesses. As you combine the power consumed and the Green Power Certificates in proportion to your power consumption, the certificates can create the same benefits as if the solar power directly flowed to you. Currently, Japan Natural Energy Company Limited, Green Energy.Com, and PV-Net provide certifications of green power.
 
The Asia-Pacific Green Power Workshop in Korea

On November 14, 2004, the “Asia-Pacific Green Power Workshop in Korea” was held in Daegu city, Korea. ISEP organized the workshop as a part of related events to the “International Solar Cities Congress 2004 " which was held from November 14th to 18th, 2004 where discussed the policy development of renewable at the local and community level. International Green Power Conference

“The 1st Pacific Green Power Conference in Tokyo” was held on March 20th and 21st, 2003 at the National Museum of Emerging Science and Innovation.

Create Sustainable Region!

? Promote A Renewable Energy Community
For the promotion of policy on renewable energy and energy efficiency, activities based on bottom-up and grass-roots approaches play a very important role. That is, we need to work on energy supply and use at the municipal and local levels. In Europe, a variety of projects has been successfully implemented under the excellent co-operation and collaboration between European Committee and local municipalities. It is also desired in Japan to establish and facilitate cooperation between the Japanese government and municipalities. Based on these concepts, ISEP particularly focuses on community-based policy advocacy.

  Iida City (Nagano Prefecture, Japan)
Iida city in Nagano Prefecture has constructed solar power plants and energy-saving power plants since 2005 until 2008. This project of Iida-city was selected as one of the eleven model projects, called “A Community Model Project of a Virtuous Circle for Environment and Economy (so-called “Heisei Mahoroba (Utopia)” community Creation Project)” initiated by the Ministry of Environment and . Ohisama Simpo Energy Company Limited is subsidized by the government to implement the project and has been constructing solar power plants.
 
Bizen City (Okayama Prefecture, Japan)

The Bizen Green Energy Co. intends to implement independent local energy projects which aim at emitting no CO2 and establishing a new energy life style. The Bizen Green Energy implements “Sun and Forests Energy Project ” (Green Heat Service Project)and “Energy-Saving Service Project.” This Bizen project was also selected as one of the “Heisei Mahoroba Community Creation Project” in 2005 and subsidized by the Ministry of Environment and also directly invested from local people. Also, “Sun and Forest Energy Project” is the first project in Japan which provides heating generated from renewables.
 
International Solar Cities Congress 2006 in Oxford U

[News] April 5, 2006- The Tokyo Metropolitan Government announced its Renewable Energy Strategy on Monday, April 3, 2006. The strategy presents the target from the middle-long term perspective in line with other advanced nations and regions in the world as well as its underlying directions of policy and measures to expand use of renewable energy. Tetsunari Iida, ISEP's Executive Director has participated in the development of the strategy as a Committee Member.

International Solar Cities Congress 2004 in Daegu, Korea

The Asia-Pacific Green Power Workshop at Solar City Congress in Daegu
ISEP held the Asia-Pacific Green Power Workshop in Korea in 14th November in cooperation with Research Institute for Energy, Environment and Economy, Kyongpuk University, at the occasion of the Solar City Congress which was held at Daegu from 14th to 18th November 2004. The workshop aimed to introduce green power program to Korean public and discuss the possibilities of green power future. Numbers of participants from various countries attended the workshop and discussed the renewable energy promotion policies at the national, community's and citizens' level.
